Sources Sought Notice

This notice is issued by the U.S. Army Contracting Command (ACC), Mission & Installation Contracting Command (MICC) – Dugway Proving Ground (DPG), UT, to conduct market research for Bulk Propane Supply and Delivery services. The government intends to procure these services competitively and may set aside the requirement for small businesses or procure through full and open competition based on responses. This notice is for information and planning purposes only and does not constitute a solicitation.

• The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary for propane delivery and supply.

• Ensure propane tanks maintain usable fill levels (minimum 20% capacity for tanks >30 gallons).

• Responsible for accurate accounting, invoicing, and reporting.

• Prevent propane outages on the installation.

• Ensure enclosures around propane tanks are secure.

• DPG relies on propane for energy due to lack of natural gas infrastructure.

• Anticipated NAICS code: 457210 – Fuel Dealers.

• Size standard: 100 Employees.

• A DRAFT Performance Work Statement (PWS) is attached.

• A tank list (Technical Exhibit #1) detailing delivery locations, capacities, and ownership is provided.

• Interested parties should provide specific information as requested in the notice.

• Responses are due no later than 1:00 PM (Mountain Daylight Time) on February 16, 2026.

• The government is seeking to identify interested small businesses in all socioeconomic categories (8(a), Small Disadvantaged Business, HUBZone, SDVOSB, WOSB, etc.) for potential set-asides.

• The government will not reimburse costs incurred in response to this notice.

• Submittals will not be returned.

• The determination to compete this requirement is at the Government's discretion.

• If a competitive solicitation is released, it will be synopsized on SAM.gov.

Statement of Work (SOW) / Performance Work Statement (PWS)

To supply propane to US Army Garrison, Dugway Proving Ground (DPG), including all DPG customers and tenants.

• Provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary for propane delivery and supply.

• Maintain usable fill levels in both Government-owned and contractor-owned propane tanks, ensuring tanks with capacities of 30 gallons or greater do not fall below 20% capacity.

• Ensure no propane outages occur unless approved by the Contracting Officer (KO) or Contracting Officer Representative (COR), except for emergencies or tank changes.

• Maintain secure enclosures for all propane tanks (gates locked, no breaches).

• Provide and maintain contractor-owned propane tanks and ancillary equipment, ensuring they are sound, safe, legal, and fully functional within 90 days of contract award.

• Notify COR immediately of any maintenance or operational issues with Government-owned propane tank systems.

• Provide a list of all contractor-supplied tanks, updated monthly.

• Report any propane tank, line, or regulator issues to the COR.

• Tank replacement must be completed within 90 days of contract award.

• Lack of propane service must not exceed 10 hours per tank system during replacement.

• Contractor-provided tank systems must meet Federal, State, and Local regulatory requirements and industry standards.

• Maintain a minimum of 3-day supply of propane in tanks.

• Maintain fuel levels at no less than 20% of tank capacity for tanks 30 gallons and greater.

• Ensure sufficient spare tanks (less than 30 gallons) are available for swaps.

• Zero propane outages unless approved.

• Zero outages per year in the West Desert Test Center area; no more than two per year in the English Village area.

• Maintain accurate propane delivery records and accounting, ensuring no delivery exceeds funded amounts or invoiced amounts exceed available funds.

• Provide Quality Control Plan, Safety Plan, and Environmental Plan to COR and KO.

• Submit Weekly Delivery Reports by 1000 every Wednesday.

• Attend post-award conference and periodic progress meetings.

• Period of Performance: TBD - July 1, 2026 (Refer to contract schedule).

• Place of Performance: Dugway Proving Ground.

• Contract Type: Anticipated Firm Fixed Price (FFP) with Economic Price Adjustment (EPA).

• Phase-In/Phase-Out (PIPO) Plan: Required within 90 calendar days.

• Security Requirements: Background checks required for all personnel. Compliance with installation access and security policies. No access to Government information systems required.

• Training: Anti-Terrorism (AT) Level I, Threat Awareness Reporting Program (TARP), and iWATCH training required for employees.

• Contractor shall not be reimbursed for work when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed closings.

• Contractor must maintain an adequate workforce for uninterrupted performance when the Government facility is not closed.

• No Government Furnished Equipment (GFE).

• Government will furnish emergency medical and rescue services, installation fire services, security services, and HAZMAT first response.

• Contractor must provide all necessary vehicles and equipment, with company name prominently displayed.
