Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The Department of the Army has issued a Prototype Project Opportunity Notice (PPON) for the Precision Grenadier System (PGS) under the authority of 10 U.S.C. § 4022. This opportunity seeks proposals for the development of up to two prototype Other Transaction Agreements (OTAs) to address capability gaps in Counter Defilade Target Engagement (CDTE) out to 500 meters and Counter-small Unmanned Aerial Systems (C-sUAS). The PGS will integrate a man-portable weapon, fire control, and a family of ammunition. Proposals are due May 11, 2026, at 5:00 PM EST.

Scope of Work

The U.S. Army is looking for innovative solutions for a man-portable PGS. Key requirements and deliverables include:

  • Development of approximately 16 prototype weapons, 28 fire controls, and 25,400 rounds of ammunition (including Training Practice, Counter Defilade, Counter-sUAS, and Close Quarters Battle variants).
  • Provision of spare parts, test barrels, tools, gauges, accessories, and engineering support.
  • Development of Technical Data Packages (TDPs) for the weapon, fire control, and ammunition, adhering to specified formats and standards (e.g., ASME Y14 series).
  • Program management, iterative prototyping efforts, and compliance with safety, environmental, and security requirements.
  • Extensive prototype testing is outlined, covering aspects like reliability, durability, environmental conditions, user acceptance (Soldier Touch Point events), and operational effectiveness. This includes specific ammunition quantities and detailed procedures.
  • Detailed delivery schedules for program start-up activities, prototype test deliveries, design finalization, and various data deliverables are provided.

Contract Details

  • Type: Up to two competitive fixed-amount Other Transaction Agreements (OTAs) for prototype development.
  • Authority: 10 U.S.C. § 4022.
  • Duration: Each OTA is estimated to last up to four years.
  • Potential Follow-on: Successful prototypes may lead to follow-on production contracts without further competition. This potential follow-on is estimated at $255,531,000 for up to 11,000 weapons and 15,000,000 rounds of ammunition, plus spare parts and engineering support.
  • Set-Aside/Eligibility: This is not a traditional set-aside. Offerors must meet one of four specific conditions for OTA eligibility, such as significant participation by a nontraditional defense contractor or small business, or at least one-third of the total project cost being paid by non-Federal Government sources. Offerors must have a DUNS number and be registered in SAM.

Submission & Evaluation

  • Proposals Due: May 11, 2026, at 5:00 PM EST.
  • Evaluation Factors (in descending order of importance):
    1. Concept Feasibility (most important)
    2. Proposed Threshold Requirements
    3. Special License Agreements (SLAs)
    4. Integrated Master Schedule
    5. Price (least important; proposed cost share will not be used in the evaluation of Factor 5).
  • Offerors may submit up to two proposals.
  • Special License Agreements (SLAs) for Ammunition, Fire Control, and Weapons define the Government's rights to data (Government Purpose, Unlimited, Limited, Restricted Rights), which are critical for intellectual property considerations.

Key Requirements for Bidders

  • Business Status Certification: Required to confirm eligibility for OTA participation.
  • Security: Compliance with NIST SP 800-171, DFARS clauses (e.g., 252.204-7012), and mandatory training (Counterintelligence Awareness and Reporting, Antiterrorism Level 1, Operations Security, Information Assurance) for handling classified and Controlled Unclassified Information (CUI).
  • Pricing: Bidders must utilize "Attachment 4 - Pricing.xlsx" to submit pricing for all specified efforts and prototype assets, noting the assumption of a 4QFY26 award.
