Scope of Work

The requirement is for a CO2 Laser Cutter & Engraver with a minimum 4’ x 8’ cutting area, ±0.001 inches positioning accuracy, and 2" Z-Axis travel. The system must have a gross power input of 1500 Watts / 20 Amps (110V-220V) and include both organic materials and metal cutting heads with auto-height contour following. It must be capable of cutting at least 1" thick wood, 16-gauge carbon/mild steel, and 14-gauge stainless steel. Required accessories include exhaust tubing, an inline fan, specific lenses, a 110v chiller water system, and a steel air compressor pump. The system must be compatible with Lightburn™ or equivalent software and offer various connectivity options. A minimum 2-year warranty, 1-day onsite training/installation, and lifetime customer service are mandatory.

Evaluation

Proposals will be evaluated using a best value trade-off process based on technical capability and price. The Government may accept offers other than the lowest priced or highest technically rated. Preference will be given to systems with a greater laser tube lifespan and cutting capabilities exceeding the minimum specifications. Offerors must submit sufficient technical documentation, including a datasheet for the laser tube detailing its construction, composition, and cutting capabilities, and a list of other materials the system can cut. Failure to provide adequate documentation may lead to disqualification.

Additional Notes

All items must be factory new; used, pre-owned, refurbished, or remanufactured goods will not be accepted. The requirement for 1-day onsite training and installation is firm, with no remote alternatives accepted. Offerors must complete required representations and certifications (Attachment No. 2). For line items with a unit price of $5,000 or more, Unique Item Identifier (UII/UID) labels are required. The solicitation includes DFARS 252.225-7001 (Buy American and Balance of Payments Program), which favors domestically manufactured supplies. An ombudsman is available for unresolved concerns.
