Purpose

To provide comprehensive on-site medical services for students at the Columbia Basin Job Corps Civilian Conservation Center (JCCC). The objective is to ensure early identification of health issues, provide basic healthcare, promote health, and implement prevention strategies to help students overcome barriers to employability.

Scope of Work

Services are to be provided by licensed Physicians and/or Nurse Practitioners/Physician Assistants. Key services include:

  • Examinations and Assessments: Initial physicals, health monitoring.
  • Treatment: Minor and acute conditions, management of chronic conditions, prescription issuance (including Schedule II medications).
  • Prevention & Promotion: Immunizations, health promotion, prevention planning, family planning education.
  • Coordination: With other health and wellness components, substance abuse counselors, and Center departments.
  • Documentation: Timely and accurate medical records on Student Health Record (SHR) and Job Corps forms.
  • Compliance: Adherence to Federal laws/regulations, OSHA, HIPAA, state/local laws, and American Medical Association guidelines.

Contract Details

  • Contract Type: Firm Fixed Price.
  • Period of Performance: A base year (April 15, 2026 - April 14, 2027) with four (4) one-year option periods, plus a potential six-month extension.
  • Place of Performance: Columbia Basin Job Corps Center, 6739 24th Ave NE, Moses Lake, WA 98837. Services are required weekly, typically 1-2 days/week (M-F, 8 am – 5 pm).
  • Personnel Requirements: Providers must hold active, unrestricted state licenses, possess malpractice/professional liability insurance ($1M minimum), and agree to background checks/drug testing. Experience with financially disadvantaged youth (16-24) is preferred.

Submission & Evaluation

  • Submission Requirements: Quotations must include a completed Quoter's Questionnaire, a Schedule of Items with pricing, proof of licenses and insurance, resumes for proposed candidates, and three professional references. Incomplete submissions may be deemed non-responsive.
  • Evaluation Criteria: Award will be made to the offeror representing the best value to the Government, based on Technical Capability, Past Performance, and Price.
  • Performance Monitoring: Contractor performance will be evaluated annually via the Contractor Performance Assessment Reporting System (CPARS).
