Scope of Work
The contractor will provide all personnel, equipment, and services for the on-demand transportation of Government freight using contractor-provided vehicles, as scheduled by the Government. Services include:
- General Trucking
- Temperature-controlled (Reefer) Trucking
- Oversized/Overweight (OSOW) Trucking
- ISO Container Trucking
- Air-suspension Trucking
- Material Handling Equipment (MHE) Services
- Multimodal Transportation (Ferry, Rail, Air)
Freight types include general, dangerous, hazardous (low/high explosives), and sensitive materials. Performance will be throughout Japan, requiring the successful offeror to be licensed and registered to operate in Japan.
Contract Details
- Contract Type: Multiple-Award Indefinite Delivery Indefinite Quantity (IDIQ) with Firm-Fixed Price task orders.
- Period of Performance: Base ordering periods for up to 5 years, with option periods.
- Estimated Value: Guaranteed minimum of $500.00 per contract. Collective contract maximum across all awards is $249,000,000.00.
- Set-Aside: This is an unrestricted procurement; no set-aside applies.
- Place of Performance: Throughout Japan.
Submission & Evaluation
- Proposal Submission Deadline: June 15, 2026, 02:00 PM Local Time.
- Submission Format: Offers must be submitted in Japanese Yen, utilizing the provided Pricing Exhibits (Attachment 2).
- Evaluation Criteria: Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. Evaluation will consider price and technical capability, including daily capacity tables and submission of applicable licenses/permits.
- Pre-proposal Conference: Two sessions will be held at Yokota Air Base, Bldg 620, on May 12 and May 15, 2026, at 10:00 AM. Attendance is highly encouraged. Offerors must submit an attendance sheet (Attachment 5) by May 7, 2026, 10:00 AM to junko.maeda.jp@us.af.mil. Questions from the conference or otherwise must be submitted by May 22, 2026.

- Funds are not currently available, and the Government reserves the right to cancel the solicitation.
- All companies must be registered in SAM.gov to be considered for award.
- The Government intends to make an award without negotiations by September 30, 2026, or by December 31, 2026, if negotiations are required.
