Quick Summary

Amendment #2 for the Common Very Low Frequency Receiver (VLF) Increment 2 (CVRi2) Modernization Fair Opportunity Proposal Request (FOPR) has been released by the Department of the Air Force. This FOPR seeks proposals for the design and rapid development of a "common" advanced VLF capability to modernize legacy VLF NC3 airborne and ground-based systems and equip future platforms. Proposals are now due by July 8, 2026, at 12:00 PM Eastern Time. Eligibility is strictly limited to AFLCMC/XA IDIQ Category 2 contract awardees.

Scope of Work

The program's objective is the rapid development of a production-ready, fully functional very low frequency receiver and its required ancillary support equipment. This advanced VLF capability must be Crypto Modernization-2 (CM2) compliant, New Waveform capable, NSA certified, and Open Mission Systems (OMS) capable, providing secure Beyond Line of Site communications for Emergency Action Messages across all conflict levels. The solution should be a "common, one-size-fits-all" receiver system.

Additional Notes

Amendment #2 updated Appendix 3 (Bidder’s Library Content List) and provided an accessible version of the Interface Control Document (ICD) for the KGV-363 End Cryptographic Unit (ECU). This ICD is Controlled Unclassified Information (CUI), and access may still need to be requested. The Unclassified Documents of the Bidder’s Library are now available for download. Amendment #1 incorporated supplemental language into Sections 3.4.1 and 3.4.2. The solicitation package contains CUI, and access is restricted to Joint Certification Program (JCP) certified Offerors.
