Submission & Evaluation
Proposals must be submitted electronically via email to ldthomas@bop.gov and BOP-ADM-FAO-CMS-S@bop.gov in PDF format, with attachments totaling less than 14 MB. Offerors must factor in email transmission time. The proposal acceptance period is 180 calendar days. Evaluation will be based on Price, Technical, and Past Performance. Non-price factors (Technical and Past Performance, which are of equal value) combined are approximately equal to price. Technical evaluation will consider the approach to medical care, facility proximity, and proposed enhancements. Past performance will assess relevancy, quality, timeliness, management, small business utilization, and regulatory compliance. Price proposals will be evaluated based on a discount from or premium to Medicare rates. Offerors must be registered in the System for Award Management (SAM) database, and a Federal Bureau of Prisons Vendor Cybersecurity Attestation Form (Attachment 7) is required.
