Submission & Evaluation
Proposals must be submitted electronically via email to ldthomas@bop.gov and BOP-ADM-FAO-CMS-S@bop.gov in PDF format, with attachments totaling less than 14 MB. The deadline is May 29, 2026, at 19:00:00Z. Offerors must be registered in SAM.gov and submit a Cybersecurity Attestation Form.
Award will be made to the responsible offeror whose proposal is in the Government's best interest, using a best-value trade-off process. Non-price factors (Technical and Past Performance) combined are approximately equal to price, with Technical and Past Performance being of equal value.

Amendments & Important Notes
This solicitation has undergone multiple amendments. Offerors must acknowledge all amendments. Funds are not presently available, and the Government reserves the right to cancel the solicitation.
