Scope of Work

The contractor will provide comprehensive ACS support, including:

  • Relocation/Lending Closet Support
  • Bilingual (English/Italian) Assistance
  • Host Nation and Benvenuti Orientation Tours

  • English as a Second Language Instruction Services will be performed throughout USAG Italy installations and surrounding municipalities.

Key Requirements & Clarifications

Offerors must demonstrate legal ability to operate and employ personnel in Italy, complying with Italian tax and labor laws (the Service Contract Act does not apply). All pricing must be submitted in Euros. Contractor personnel require specific qualifications, including Level 4 language fluency for certain roles, and must undergo background checks. While the Government provides bus transportation for some tours, the contractor is responsible for other off-installation travel. Contract Managers and Alternate Contract Managers are not required to be physically on-site or fluent in Italian.

Submission & Evaluation

Proposals must be submitted via email by May 20, 2026, 1200 CET. The evaluation will focus on Program Management (including Relevant Experience, Staffing and Personnel Management, and Host Nation Compliance Approach) and Price. Proposals should be organized into three volumes: Program Management, Price, and Mandatory Documentation. Offerors must acknowledge Amendment 01 by completing Blocks 8 and 15 of the SF 30. Previously submitted proposals may be revised and resubmitted.
