- Submission Method: Via email. Detailed instructions are in the RFP addendum to FAR 52.212-1.
- Source Selection: Highest Technically Rated with a Fair and Reasonable Price (HTR-FRP), prioritizing technical merit over price.
- Evaluation Factors: Program Management (including Relevant Experience, Staffing and Personnel Management, and Host Nation Compliance Approach), and Price.
- AI Use Disclosure: Offerors must submit a separate document disclosing the use of AI tools in proposal drafting. This will not count against page limits. The Government may use AI for administrative review and evaluation, with human oversight.
- Acknowledgement: All offerors must acknowledge receipt of amendments by signing Blocks 8 and 15 of the SF 30.
- For Previously Submitted Proposals: Vendors who have already submitted only need to provide the new AI Use disclosure and the signed SF 30 for the latest amendment. They do not need to resubmit the entire package.
Key Clarifications & Updates
- This is a new consolidated acquisition replacing multiple predecessor contracts.
- Host Nation Compliance: Offerors must demonstrate legal ability to operate and employ personnel in Italy, complying with Italian tax and labor laws (e.g., CCNL). U.S. EIN and IRS registration are insufficient.
- Staffing: Unique individuals per position, but temporary cross-over for continuity is permitted if qualifications are met. Overtime is prohibited.
- Key Personnel: Contract Manager/Alternate are not required to be physically on-site but must meet communication requirements. Resumes are only required for these roles with the initial proposal.
- PWS Update: The Performance Work Statement has been revised for clarity based on industry questions. Offerors must base proposals on the updated PWS.
- SCA Applicability: The Service Contract Labor Standards (SCA) do not apply to this OCONUS requirement.
- Language Curriculum: The Government does not provide existing curriculum for Italian language courses; offerors must develop their own.
