• Host Nation Compliance: Offerors must demonstrate legal ability to operate and employ personnel in Italy, as U.S. EIN and IRS registration are insufficient. Compliance with Italian tax and labor laws is mandatory.
• Staffing & Personnel:
  • Unique individuals are required per position, but temporary cross-over for continuity during absences is permitted if qualifications are met and duties don't overlap.
  • Key Personnel (Contract Manager/Alternate) are not required to be physically on-site but must meet communication and response-time requirements.
  • Resumes are only required for the Contract Manager and Alternate Contract Manager with the initial proposal; others must be maintained during performance.
  • The Service Contract Labor Standards (SCA) do not apply to this OCONUS requirement. Offerors must comply with applicable Italian labor laws and identify a National Collective Bargaining Agreement (CCNL).
• Workplace & Operations:
  • 'Lending Closet Operations' is an administrative function for managing inventory, not requiring forklifts.
  • Government-provided bus transportation is included for Orientation and Cultural Integration Tours; contractors are responsible for other transportation if needed.
  • Security clearances are not formally required, but background investigations for Common Access Cards (CAC) and installation access are necessary.
  • The contract is a new consolidated acquisition replacing multiple predecessor contracts (W912PF21P0026, W912PF21P0009, W912PF22P0019, W912PF24P0053, W912PF24P0067).
• Pricing & Payment:
  • All pricing must be submitted strictly in Euros (€).
  • The contract is Firm-Fixed-Price (FFP); routine schedule adjustments will not result in pricing changes.
  • Payment is expected within 30 days of invoice submission via WAFF, per the Prompt Payment Act.
• Training & Curriculum:
  • The government does not provide existing curriculum for Italian language courses; offerors must develop their own.
  • Off-site travel for conferences or external training is generally not required, except for specific tours and field trips.

These clarifications update PWS sections and provide essential details for proposal preparation, particularly regarding legal compliance, staffing, personnel qualifications, and pricing. Offerors must ensure their proposals address these points.

Amendment / Modification

This amendment modifies the solicitation to incorporate Artificial Intelligence (AI) language into two key sections:

• FAR 52.212-1 (Instructions to Offerors): Vendors are now required to submit a separate document disclosing the use of AI tools in drafting their proposals. This disclosure will not count against the Volume I page limit.
• FAR 52.212-2 (Evaluation Factors for Award): The government will now disclose its potential use of AI tools to assist in the administrative review, organization, and evaluation of proposals. The government emphasizes that AI will be used as an assistive technology, with final decisions made by human personnel, and that proposal data will be protected.

Additionally, the Questions and Answers document has been updated to include one additional question.

• Host Nation Compliance: Offerors must demonstrate legal ability to operate and employ personnel in Italy, as an American EIN is insufficient. Compliance with Italian tax and labor laws is mandatory.
• Staffing: Personnel can temporarily cross-over to other positions during short-term absences or surges, provided they meet qualifications and do not perform concurrent duties. Overtime is prohibited; staffing plans must account for workload spikes without it.
• Key Personnel: Contract Managers and Alternate Contract Managers are not required to be physically on-site but must meet communication and response-time requirements. Italian language fluency is NOT required for these roles, but is for other positions like Tour Operators and Instructors.
• Transportation: The Government will provide bus transportation for Orientation and Cultural Integration Tours. For other off-installation travel (e.g., language classes), the Contractor is responsible for arranging and paying for transportation.
• Pricing: All pricing must be submitted strictly in Euros (€). The contract is Firm-Fixed-Price (FFP), and routine schedule adjustments will not result in pricing changes.
• Incumbent Contracts: This is a new consolidated acquisition replacing multiple predecessor contracts (W912PF21P0026, W912PF21P0009, W912PF22P0019, W912PF24P0053, W912PF24P0067).
• Personnel Qualifications: Resumes are only required for the Contract Manager and Alternate Contract Manager with the initial proposal. Other personnel qualifications must be documented and maintained during performance.

Several PWS sections have been updated based on these Q&As, including language requirements for key personnel and clarification on instructor hours. The document clarifies that the Service Contract Act (SCA) does not apply to this OCONUS requirement, and Offerors must comply with applicable Italian labor laws and select a CCNL.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal services supporting Army Community Services (ACS) at USAG Italy, aiming to enhance mission readiness, improve quality of life, and support Soldiers, Department of the Army Civilians, and Families, particularly during transitions.

The contractor will provide support for the following ACS functions:

• ACS Lending Closet

• Front Desk operations

• Bilingual Support Services (English/Italian)

• Orientation Tour Operator

• Italian Language Instructor

• English as a Second Language Instructor

• A Quality Control Plan (QCP) must be developed and maintained by the contractor.

• Performance will be evaluated against a Quality Assurance Surveillance Plan (QASP).

• Specific performance standards and acceptable quality levels (AQLs) are detailed in Attachment 1 (Performance Requirements Summary).

• Work will be performed throughout USAG Italy installations, including Vicenza and surrounding municipalities.

• Specific operating hours are defined for each functional area.

• Contractor personnel must meet specific qualifications, including language fluency (Level 4 for Italian/English).

• Background checks are required for all personnel.

• Compliance with safety, security, and information assurance policies is mandatory.

• Contractor is responsible for providing curriculum and teaching aids for language programs.

• Government will provide facilities, workstations, computers, and other specified equipment.

• Transportation for certain tours and activities is the contractor's responsibility.

Amendment / Modification

This amendment modifies Solicitation W912PF26RA005, originally dated 13 April 2026.

Key changes include:

This document is an Excel spreadsheet containing a pricing schedule for the opportunity. Bidders are instructed to enter their company name and pricing information within the designated yellow-highlighted cells in column E.

• The pricing schedule is broken down by Ordering Year, covering five years from 2026-2027 to 2030-2031.
