Evaluation Factors
Award will be based on a Highest Technically Rated with a Fair and Reasonable Price (HTR-FRP) methodology, with no tradeoffs between cost/price and non-price factors. Technical merit is prioritized. Evaluation includes three equally weighted subfactors under Program Management:

- Host Nation Compliance Approach Adjectival ratings (Outstanding, Good, Acceptable, Marginal, Unacceptable) will be used.
Key Requirements & Clarifications
- Host Nation Compliance: Offerors must demonstrate legal ability to operate and employ personnel in Italy, complying with Italian tax and labor laws, and identifying a National Collective Bargaining Agreement (CCNL). U.S. EIN/IRS registration is insufficient.
- Artificial Intelligence (AI) Disclosure: A separate document disclosing the use of AI tools in proposal drafting is mandatory. The Government may use AI for administrative review and evaluation, with final decisions made by human personnel.
- Mandatory Forms: Submission requires a completed Anti-Mafia Certification and a Suitability of Contractor form.
- Staffing: Resumes are only required for the Contract Manager and Alternate Contract Manager with the initial proposal. The Service Contract Labor Standards (SCA) do not apply to this OCONUS requirement.
- Pricing: All pricing must be submitted strictly in Euros (€).
- This is a new consolidated acquisition replacing multiple predecessor contracts.
Submission Details
