This Statement of Work (SOW) details the requirements for the contractor to construct a new school drop-off lane near the Pass Road access gate at Ploesting Drive, Keesler AFB, MS.

Demolition:

• Removal of four trees, existing picnic tables and concrete pads, existing car wash, existing school drop-off area, existing storm drain manholes, bike racks, water fountain, and existing canopies.

New Construction:

• Regrade area for positive drainage.

• Construct a new paved road for school drop-off.

• Create a drop-off/pick-up area.

• Install 9 ft wide parking spots.

• Provide signage and striping.

• Install a 30 ft x 20 ft aluminum canopy.

• Install new storm drain inlets.

• Relocate an existing fire hydrant.

• Reinstall existing bike racks.

• The project is located at the existing school drop-off and car wash near the Pass Road access gate on Ploesti Drive at Keesler AFB, MS.

• Performance will begin 10 days after Award and end 180 days later.

Submittals:

• Contractor must provide a Material Submittal Schedule (MSS) including product data, shop drawings, and certifications. No work begins until submittals are approved.
• Project schedule to be created using Critical Path Method (CPM) and Precedence Diagram Method (PDM), submitted as a Gantt Chart in Adobe (.pdf) format.
• Schedule of Values (SOV) to accompany pay requests.

Site & Safety:

• Contractor is responsible for site maintenance, including jobsite and staging areas, keeping them neat and free of debris.
• Jobsites and staging areas must be enclosed with a 6' chain link fence with brown fabric screening.
• Open excavations must be secured and covered within 72 hours.
• Contractor must inspect and document existing conditions before starting work.
• Appropriate safety barricades, signs, and signal lights must be provided.
• Compliance with OSHA standards (29 CFR Part 1926 and 29 CFR Part 1910) is required.
• Ground Fault Circuit Interrupters (GFCI) are required for portable electrical tools in wet locations or when in contact with a grounded surface.

Permits & Utilities:

• Contractor must obtain necessary permits, including a DIG PERMIT, BURN PERMIT, and CONFINED ENTRY PERMIT.
• Utilities for this work will not be provided by the Government.
• Interruption of building utility services requires 14 days advance coordination with the CM.

Environmental:

• Compliance with Energy Independence and Security Act (EISA) for storm water run-off.
• Storm Water Pollution Prevention Plan (SWPPP) required for ground disturbance over 5,000 sq ft.
• Procedures for waste materials, including solid waste and hazardous materials, must be followed.
• Asbestos abatement and lead-based paint management procedures must be followed if applicable.

Personnel & Access:

• Contractor must provide a competent superintendent and a separate Quality Assurance/Quality Control (QA/QC) Officer.
• A minimum of two Contractor Representatives must be available 24/7.
• Contractor employees require appropriate passes for access to Keesler AFB.
• Compliance with base traffic laws and regulations is mandatory.

Deliverables:
