Submission & Evaluation

- Past Performance: Bidders must complete "Attachment L-01 - Past Performance Reference List" and provide "Attachment L-02 - Past Performance Questionnaire" to their references. Questionnaires are due by May 6, 2026, at 11:00 AM CST, submitted directly to the Contracting Officer from a corporate or government email account.

Special Requirements
- Submittals: Contractor must provide a Material Submittal Schedule (MSS), project schedule (Critical Path Method/Precedence Diagram Method Gantt Chart), and Schedule of Values (SOV). Submittals require 30 days for CO review and must be accompanied by a signed letter certifying Buy American Act compliance.
- Site & Safety: Contractor is responsible for site maintenance, enclosing jobsites with 6' chain link fencing, securing open excavations, and compliance with OSHA standards. Ground Fault Circuit Interrupters (GFCI) are required for portable electrical tools.
- Permits & Utilities: Contractor must obtain DIG, BURN, and CONFINED ENTRY permits. Utilities for this work will not be provided by the Government.
- Environmental: Compliance with Energy Independence and Security Act (EISA) for storm water run-off, Storm Water Pollution Prevention Plan (SWPPP) for ground disturbance over 5,000 sq ft, and proper procedures for waste/hazardous materials. Asbestos abatement and lead-based paint management procedures apply if relevant.
- Personnel & Access: Contractor must provide a competent superintendent, a separate Quality Assurance/Quality Control (QA/QC) Officer, a minimum of two 24/7 Contractor Representatives, and ensure employees have appropriate passes for Keesler AFB access.
- Wage Rates: Compliance with prevailing wage rates (General Decision Number MS20260133) for highway construction in Harrison County, MS, including Executive Orders 13706 (Paid Sick Leave) and 13658 (Minimum Wage).
