Quick Summary
The Federal Highway Administration (FHWA), Central Federal Lands Highway Division (CFLHD), is soliciting Architect-Engineer (A-E) services for Construction Inspection (CI) IDIQ contracts. This opportunity is a Partial Small Business Set-Aside, reserving at least one award for a qualified small business. The acquisition aims to establish multiple IDIQ contracts with a shared capacity of $100 million over five years. Qualifications are due May 11, 2026, at 2:00 PM MDT.
Opportunity Overview
CFLHD provides engineering and construction services for federal land management agencies and other entities across 14 states: Arizona, California, Colorado, Hawaii, Kansas, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Utah, and Wyoming. Projects are typically in remote, environmentally sensitive areas, involving improvements to low-volume and low-speed roadways, from resurfacing to full reconstruction. Firms will provide comprehensive oversight and quality assurance for highway, road, and bridge projects, including on-site inspection, contract administration support, materials testing oversight, documentation, environmental/safety compliance, and change order support.

Submission Requirements
- Submission Deadline: May 11, 2026, 2:00 PM MDT.
- Submission Method: Electronic via email to CFLContracts@dot.gov.
- Required Documents: Standard Form 330 (SF 330) Architect-Engineer Qualifications (Parts I and II) and a written response to the evaluation factors (RFQ Attachment A).
- Page Limit: 50 pages for the written narrative responses. Exclusions from the page limit include cover letters, tab dividers, amendments, back covers, graphical covers, tables of contents, and appendix materials (e.g., CPARS reports, project completion certificates for the 15 data points). However, SF 330 Part II and subcontractor SF 330 Part IIs are included in the 50-page limit.
- Licensing: Firms must hold a valid state-level Engineering Firm License or Certificate of Authorization (COA) to practice A&E in at least one state within CFLHD's region, in addition to individual Professional Engineer (PE) licenses. License numbers and states of issuance must be provided.
- SAM Registration: Required.
- Questions Due: May 4, 2026, 2:00 PM MST.
Evaluation Criteria
The evaluation is a two-phase process. Phase I involves a qualifications review and shortlisting based on:
- Capacity to Accomplish the Work
- Personnel Qualifications - Specialized Experience and Technical Competence
- Past Performance (projects completed within the past six years; individual task orders under IDIQs qualify as separate contracts). Phase II involves an oral presentation for shortlisted firms, followed by an RFP for the top five ranked firms to submit cost proposals.
Key Clarifications & Amendments
Amendment A002 replaced the original RFQ with a revised version and added Attachment D, the "Past Performance Questionnaire." Recent Q&A documents clarify that narrative responses should supplement, not reiterate, SF 330 content. Subcontractor SF 330 Part IIs are required for key firms/branch offices and count towards the 50-page limit. Ongoing projects are not acceptable for Past Performance evaluation; only completed contracts within the last six years.
