Scope of Work
The contractor will provide comprehensive maintenance support for rotorcraft aviation units, including MV-22, CH-53 (E&K), UH-1Y, and AH-1Z aircraft. Key services include:
- Aircraft cleaning, washing, and general sheet metal/carbon fiber repair.
- Corrosion control, prevention, and treatment.
- Scheduled and unscheduled maintenance, including preventative maintenance on assigned aircraft and Environmental Control Systems.
- Aircraft maintenance documentation, flight line operations, support equipment operation and inspection, and aircraft movement.
- Adherence to the Naval Aviation Maintenance Program (NAMP), Technical Directives (TDs), Squadron Standard Operating Procedures (SOPs), Foreign Object Damage (FOD) Prevention Program, and Hazardous Material Control and Management Program.
- Project management, including reporting, kick-off meetings, status meetings, and development of a Project Management Plan (PMP), Quality Control Plan (QCP), and Transition-In/Out Plans.

- Contract Type: Firm-Fixed-Price (FFP).

Submission & Evaluation
Proposals will be evaluated based on technical factors and price, with technical factors combined being more important than price. Key evaluation factors include:
- Key Personnel & Project Staffing: Most important technical factor, requiring a Site Lead with 10 years of aircraft maintenance experience.

- Corporate Experience. Proposals must also meet pass/fail criteria related to Key Personnel identification, Letters of Commitment, Section 508 Compliance, CMMI Level 1 certifications, and a Mission-Essential Contractor Services Plan.
