Scope of Work
The contractor will provide comprehensive aircraft maintenance services, including cleaning and washing, scheduled and unscheduled maintenance, aircraft documentation, flight line operations, support equipment operation and inspection, aircraft inspection and movement, corrosion control (prevention and treatment), preservation and de-preservation, dynamic components maintenance, and general aircraft sheet metal/carbon fiber repair. Support covers multiple aircraft platforms such as MV-22, CH-53 (E&K), UH-1Y, and AH-1Z. All services must adhere to the Naval Aviation Maintenance Program (NAMP) and other applicable directives, including FOD Prevention and Hazardous Material Control. The scope also includes project management, requiring a Project Management Plan (PMP), Quality Control Plan (QCP), and Transition-In/Out Plans.

Submission & Evaluation
Proposals must be submitted in two parts: a Written Price Proposal and a Written Technical Proposal. Electronic submission is required to the AAS Contracting Officer (Joe Loersch) and Contract Specialist (Kimberly (Grace) Nelson) via SAM.gov or encrypted email (25MB limit per email). Offerors must verify receipt.
Evaluation will consider technical factors (Key Personnel & Project Staffing, Technical Approach, Corporate Experience) and price. Technical factors, when combined, are more important than price. Key Personnel and Project Staffing is the most important technical factor. Technical proposals must be rated "Acceptable" or higher for price evaluation. The award will be based on a reasoned best-value determination, not a mechanical formula.
