Scope of Work

Submission & Evaluation
Proposals, consisting of a Written Price Proposal and a Written Technical Proposal, are due April 27, 2026, at 11:00 a.m. EST. Submissions must be made electronically to the Contracting Officer and Contract Specialist, with email verification of receipt. Questions are due by April 29, 2026, at 11:00 a.m. ET via email as per RFP Section L.8.
Evaluation will prioritize technical factors (Key Personnel & Project Staffing, Technical Approach, Corporate Experience) over price.
