Scope of Work
The contractor will provide comprehensive corrosion control and aircraft maintenance support for rotorcraft aviation units, including Marine Aircraft Group 26, Marine Aircraft Group 29, and HMLA-269. Services encompass aircraft cleaning and washing, scheduled and unscheduled maintenance, aircraft maintenance documentation, flight line operations, support equipment operation and inspection, aircraft inspection and movement, preservation and de-preservation, dynamic components maintenance, and general aircraft sheet metal/carbon fiber repair. Supported aircraft platforms include MV-22, CH-53 (E&K), UH-1Y, and AH-1Z. All work must adhere to the Naval Aviation Maintenance Program (NAMP) and other applicable directives, including specific programs for Fuel Surveillance, Hydraulic Contamination Control, Tire and Wheel Maintenance Safety, Tool Control, and Hazardous Material Control and Management. Deliverables also include a Project Management Plan (PMP), Quality Control Plan (QCP), and Transition-In/Out Plans.

Submission & Evaluation
Proposals must be submitted electronically to the AAS Contracting Officer (Joe Loersch) and AAS Contract Specialist (Kimberly (Grace) Nelson) by April 27, 2026, at 11:00 a.m. EST. Offerors are encouraged to verify receipt and test email transmission for password-protected documents. Questions regarding the RFP are due by April 20, 2026, at 4:00 p.m. EST.
Award will be made based on a best-value determination, where technical factors combined are more important than price. Technical evaluation factors include Key Personnel & Project Staffing (most important), Technical Approach, and Corporate Experience. Proposals must meet pass/fail criteria, including identification of Key Personnel, Letters of Commitment, Section 508 Compliance for technology deliverables, and Cybersecurity Maturity Model Certification (CMMC) Level 1. A Site Lead with 10 years of aircraft maintenance experience is a key personnel requirement.
Amendments & Notes
Amendment 02 updated the required certification from CMMI Level 1 to CMMC Level 1 and revised the pricing template to "AttcCPriceTemplateAMD2." It also updated supported units to include HMLA-269. Amendment 01 extended the questions due date. Offerors must acknowledge all amendments and use the latest pricing template.
