Scope of Work
The contractor will provide automatic, recurring propane delivery to seven (7) tanks at the CRREL facility. This includes monitoring tank levels and refilling as needed to prevent tanks from running dry. Three (3) underground tanks are Government-owned, while the vendor must provide four (4) above-ground tanks, with their cost integrated into the per-gallon price of propane. Pricing will be based on a fixed margin cost per gallon, added to the wholesale terminal cost on the day of delivery. Estimated annual usage is 15,000 gallons, with potential for increase.

Submission Requirements
Proposals must be submitted electronically via email to ethel.d.grant@usace.army.mil with the subject line "CRREL Propane Delivery Services". Submissions are required in three volumes:
- Volume 1 (Technical Capability): Operations Plan, Key Personnel, and Past Performance. Limited to 60 pages total (20 pages per section). No pricing information is permitted in this volume.
- Volume 2 (Past Performance): Provide CPARs or complete Past Performance Questionnaires (PPQs) using Attachment 01.
- Volume 3 (Price): Include a completed Standard Form 1449 and the Pricing Schedule (Attachment 02). Questions must be submitted via email to the contracting officer up to ten (10) calendar days before the proposal due date.
Evaluation Factors
Award will be made using Best Value Trade-off procedures (FAR Part 15) to the offeror providing the most advantageous outcome for the Government. Evaluation factors are:
- Technical Capability: Assessed on the Operations Plan, methodology, and understanding of requirements.
- Past Performance: Evaluated on recency, relevancy, technical performance, cost controls, and schedule adherence for similar contracts within the last five years.
- Price: Based on the fixed margin cost per gallon. Technical Capability and Past Performance are of equal importance and, when combined, are significantly more important than Price. A minimum "Acceptable" technical rating is required for consideration.

Special Requirements
