Quick Summary

The Department of Veterans Affairs (VA) is conducting market research via a Sources Sought (Request for Information - RFI) for Infrastructure Operations Franchise Fund Support Services. This RFI aims to gather industry capabilities and feedback for a planned future Multiple Award Task Order Contract (MATOC) covering enterprise IT infrastructure operations. Responses are due by February 13, 2026, at 4:00 PM ET.

Purpose

This RFI is issued for market research and acquisition planning, in accordance with FAR 10 and FAR 15.201(e). It is not a solicitation for quotes or proposals. The VA seeks to assess industry capabilities, obtain feedback on draft Performance Work Statements (PWSs), understand the socioeconomic composition of potential offerors, and identify risks and opportunities to enhance competition for a future MATOC.

Scope of Work

The planned MATOC will cover enterprise IT infrastructure operations across four distinct service domains, for which draft PWSs are provided:

  • Application Services: Encompasses Identity, Credential, and Access Management (ICAM), infrastructure vulnerability management, certificate management/PKI, web infrastructure, middleware, application virtualization, printer security, database administration, and operations control for CMOP.
  • Datacenter Facility Operations: Covers facility management, security administration, electrical and mechanical infrastructure support (Tier III availability), cooling requirements, PIV support, emergency power, and computer room cleaning for VA data centers (e.g., Austin, Philadelphia).
  • Infrastructure Engineering & Operations: Focuses on infrastructure enhancements (SIAM, FinOps, automation), data center operations (design, deployment, maintenance of hybrid infrastructure), and business office integration (portfolio management, financial management, communications).

Response Requirements

Respondents must submit a structured response electronically by the deadline, including:

  • Capability Statement (Max 5 pages): Detail prime-level experience in designing, leading, and delivering enterprise-level solutions in one or more of the specified PWS domains.
  • Industry Feedback on Draft PWSs (Max 5 pages): Provide specific, actionable feedback on the clarity, feasibility, proposal-ability, performance metrics, risks, and scalability of the draft PWSs.
