Quick Summary

The Department of Veterans Affairs (VA) is conducting market research through a Sources Sought notice for Infrastructure Operations Franchise Fund Support Services. This effort aims to gather industry capabilities and feedback for a planned future acquisition of enterprise IT infrastructure operations. The VA has updated its acquisition strategy, intending to leverage Best-in-Class (BIC) contract vehicles (GSA MAS and Alliant 2) for six distinct task orders. Responses to the Request for Information (RFI) are due February 13, 2026, at 4:00 PM ET.

Scope of Work

The RFI seeks input on four primary service domains, which will inform future task orders:

  • Application Hosting Compute & Storage: Providing comprehensive enterprise technology operations and modernization for secure, highly available computing across VA's on-premises, hybrid cloud, and mainframe environments. This includes server administration, storage, containerization (VAPO), cloud management (VAEC), and mainframe services.
  • Application Services: Delivering operational and engineering support for Identity, Credential, and Access Management (ICAM), Infrastructure Vulnerability Management, Certificate Management/PKI, Web Infrastructure, Middleware, Application Virtualization, Printer Security, Database Administration, and Pharmacy Operations (CMOP).
  • Datacenter Facility Operations: Supporting the operation, maintenance, monitoring, and enhancement of IT data center infrastructure at VA facilities in Austin, TX, and Philadelphia, PA. This includes facility management, security administration, electrical/mechanical systems, cooling, PIV support, emergency power, and cleaning, requiring 24x7x365 coverage.
  • Infrastructure Engineering & Operations: Providing engineering and optimization support for VA OIT Infrastructure Operations, focusing on infrastructure enhancements (SIAM, FinOps, automation), data center operations (design, deployment, maintenance of hybrid infrastructure), and business office integration (portfolio management, financial management, communications).

Acquisition Strategy & RFI Details

The VA plans to issue six separate task orders under BIC vehicles for Fiscal Years 2026 and 2027, including a consolidation of eight existing Datacenter Facility Operations contracts into one Alliant 2 task order. An Organizational Conflict of Interest (OCI) notice states that the awardee of the Infrastructure Engineering & Operations task order will be restricted from competing on the other five task orders. The RFI requests:

  • Capability Statement (up to 5 pages): Detailing experience in one or more PWS domains, focusing on prime-level leadership, enterprise scale, and performance-based delivery.
  • Industry Feedback on Draft PWSs (up to 5 pages): Specific, actionable feedback on clarity, feasibility, performance metrics, and risks.
  • Administrative Information: Company details, socioeconomic status (under NAICS 541512 or 541513 / PSC DC01), and existing contract vehicles.
