- Assess industry capabilities and capacity for enterprise IT infrastructure operations.
- Obtain feedback on the clarity, feasibility, and proposal-readiness of attached draft Performance Work Statements (PWSs).

- Identify potential risks, best practices, and opportunities to enhance competition for the anticipated MATOC.
Scope of Interest
The RFI focuses on four primary service domains for which draft PWSs are provided:
- Infrastructure Engineering & Operations: Comprehensive engineering and optimization services for cloud and on-premises environments, including SIAM, FinOps, data center engineering, and business office integration.
- Application Hosting Compute & Storage: Enterprise technology operations and modernization for secure, highly available computing across on-premises, hybrid cloud, and mainframe environments, covering server administration, storage, containerization (VAPO), and cloud management (VAEC).
- Datacenter Facility Operations: Support for VA Enterprise and Regional Data Centers (Austin, Philadelphia), ensuring continuous availability, operational integrity, and maintenance of physical infrastructure, security, and electrical/mechanical systems.
- Application Services: Operational and engineering support for critical IT services such as Identity, Credential, and Access Management (ICAM), vulnerability management, PKI, web infrastructure, middleware, application virtualization, and database administration.
Response Requirements
Respondents must structure their submission into three sections:
- Section A – Capability Statement (Max 5 pages): Describe prime-level experience in designing, leading, and delivering enterprise-scale solutions within one or more of the specified PWS domains.
- Section B – Industry Feedback on Draft PWSs (Max 5 pages): Provide specific, actionable feedback on the clarity, completeness, performance metrics, risks, and scalability of the draft PWSs.
- Section C – Administrative Information (No Page Limit): Include company details, socioeconomic status (under NAICS 541512 or 541513), and existing contract vehicles.
