This opportunity, under Other Transaction Authority (OTA) (10 U.S.C. § 4022), seeks modular, field-installable kits to convert existing USAF TMT60 positive-pressure tent shelters into negative-pressure, multi-patient isolation systems for High Consequence Infectious Diseases (HCID). Proposed solutions must meet critical threshold requirements:
- Negative Pressure: -2.5 Pa (≈ -0.01 in. w.g.) differential.
- Air Exchange: ≥12 Air Changes per Hour (ACH).
- Filtration: 99.97% efficiency for 0.3-micron particles.
- Compatibility: Must integrate with and be reversible for the standard TMT60 tent system.
- Occupancy: Isolation room for at least 5 patients.
- Data Rights: Government strongly prefers Unlimited Rights for technical data, software, and IP; restrictions may negatively impact evaluation.
- Berry Amendment: Prototypes must be Berry compliant.
Acquisition Approach & Phased Effort
This is a two-step acquisition process with the intent to award multiple Prototype OTAs. It encourages participation from non-traditional defense contractors and small businesses.
- Step 1: Solution Briefs: Interested parties submit a Solution Brief (15-page limit) detailing technical merit, credibility, feasibility, innovation, and a Rough Order of Magnitude (ROM) cost estimate, along with a Supporting Data Package.
- Step 2: Request for Solution Proposal (RSP): Selected offerors will be invited to submit a full proposal.
Phased Prototype Development:
- Phase I: Up to three awards for prototype development (min. TRL 6), with delivery within 60-90 days of award.
- Phase II: Up to two performers selected for further prototype development (min. TRL 7), with delivery within 60-90 days of Phase II start.
Follow-on Production
Successful completion of a prototype may lead to a non-competitive follow-on production contract for up to 15 units.
