Purpose & Scope
The Government requires a modular, field-installable kit to adapt the USAF TMT60 tent system. The BCIS must achieve critical performance thresholds including: -0.01 in. w.g. negative pressure differential, ≥12 Air Changes per Hour (ACH), and 99.97% filtration efficiency for 0.3-micron particles. The solution must be compatible with and reversible for the standard TMT60 tent. The overall objective is to enhance the capability to manage HCID patients in austere environments.
Acquisition Strategy & Submission
This is a two-step acquisition process under OTA (10 U.S.C. § 4022), encouraging participation from non-traditional defense contractors and small businesses.
- Step 1: Solution Briefs – Interested parties must submit a Solution Brief (15-page limit) detailing technical merit, feasibility, and innovation, including a Rough Order of Magnitude (ROM) cost estimate. A Supporting Data Package (no page limit) is also required. Submissions are via email to the listed Points of Contact.
- Step 2: Request for Solution Proposal (RSP) – Selected offerors will be invited to submit a full proposal. Multiple Prototype OTAs are anticipated, with up to three awards for Phase I (TRL 6 prototypes) and a down-selection to up to two for Phase II (TRL 7 prototypes). Successful prototypes may lead to a non-competitive follow-on production contract for up to 15 units.
Evaluation & Key Considerations
Solution Briefs will be evaluated on Technical Merit, Innovation & IP, Non-Traditional/Small Business Participation, Threshold Assertions (Pass/Fail), OTA Eligibility (Pass/Fail), and Programmatic Viability (ROM). Subsequent phases will consider Performance, Technical Maturity, Item Cost, Risk Reduction, User Feedback, and Affordability. The Government prefers Unlimited Rights for technical data and software, and Berry Amendment compliance is required for prototypes.
