This effort, conducted under Other Transaction Authority (OTA), aims to convert existing USAF TMT60 positive-pressure tent shelters into negative-pressure, multi-patient isolation systems for High Consequence Infectious Diseases (HCID). Solution Briefs are due by June 23, 2026, at 1700 EST.
Purpose & Scope
The Government requires a modular, field-installable kit to adapt the USAF TMT60 tent system into a negative-pressure environment capable of managing HCID patients in contingency operations. The system must meet critical threshold requirements including:
- Negative Pressure: -2.5 Pa (≈ -0.01 in. w.g.) differential.
- Air Exchange: ≥12 Air Changes per Hour (ACH).
- Filtration: 99.97% efficiency for 0.3-micron particles.
- Compatibility: Seamless integration with and reversible for the standard TMT60 tent system.
- Occupancy: Isolation room for at least 5 patients.
The acquisition is a multi-phased prototype project:
- Phase I: Up to three contractors will be awarded to develop and deliver three (3) prototypes (min. TRL 6) for demonstration and testing within 60-90 days. Evaluation focuses on Performance, Technical Maturity, Item Cost, and Risk Reduction.
- Phase II: Up to two contractors will be down-selected to deliver five (5) prototypes (min. TRL 7) for further testing and operational demonstrations.
Acquisition Details
- Contract Type: Prototype Other Transaction Agreement (OTA) under 10 U.S.C. § 4022.
- Eligibility: Significant participation from non-traditional defense contractors and/or small businesses is a key evaluation factor.
- Follow-on: Successful completion of the prototype phase may lead to a non-competitive follow-on production contract for up to 15 units.
- Place of Performance: Prototype development at Contractor's facility; demonstrations and testing at CONUS Government facilities.
Submission & Evaluation
This is a two-step process:
- Step 1: Solution Brief: Interested parties must submit a Solution Brief (15-page limit) detailing technical merit, credibility, feasibility, innovation, and a Rough Order of Magnitude (ROM) cost estimate. A Supporting Data Package (no page limit) is also required. Evaluation criteria include Threshold Assertions (Pass/Fail), OTA Eligibility (Pass/Fail), Technical Merit, and Programmatic Viability.
- Step 2: Request for Solution Proposal (RSP): Selected offerors from Step 1 will be invited to submit a full proposal.
All Solution Brief packages must be submitted via email to the Points of Contact by June 23, 2026, 1700 EST. The Government prefers Unlimited Rights for technical data and software; less than Government Purpose Rights may be evaluated negatively.
