This effort, conducted under Other Transaction Authority (OTA) (10 U.S.C. § 4022), aims to develop a modular, field-installable kit to convert the existing USAF TMT60 positive-pressure tent shelter into a negative-pressure, multi-patient isolation system for managing High Consequence Infectious Diseases (HCID). Solution Briefs are due by June 09, 2026, at 1700 EST.
Scope of Work
The primary objective is to create a BCIS that meets critical threshold requirements, including:
- Negative Pressure: -2.5 Pa (≈ -0.01 in. w.g.) differential.
- Air Exchange: ≥12 Air Changes per Hour (ACH).
- Filtration: 99.97% efficiency for 0.3-micron particles.
- Compatibility: Seamless integration with, and reversibility for, the standard TMT60 tent system.
- Occupancy: Isolation capability for at least 5 patients.
- Monitoring: Visual alarms for pressure loss in anteroom and main room.
Acquisition Approach & Contract Details
This is a two-step acquisition process, intending to award multiple Prototype OTAs.
- Step 1: Solution Briefs: Interested parties submit a Solution Brief (15-page limit) detailing technical merit, credibility, feasibility, innovation, and a Rough Order of Magnitude (ROM) cost estimate, along with a Supporting Data Package.
- Step 2: Request for Solution Proposal (RSP): Selected offerors will be invited to submit full proposals. The effort is phased: Phase I involves delivering 3 prototypes (min. TRL 6), and Phase II involves delivering 5 prototypes (min. TRL 7). Successful prototypes may lead to a non-competitive follow-on production contract for up to 15 units. The Government prefers Unlimited Rights for technical data and software, and Berry Amendment compliance is required for prototypes.
Eligibility & Evaluation
This acquisition emphasizes significant participation from non-traditional defense contractors and/or small businesses to meet OTA eligibility requirements. Solution Briefs will be evaluated on Threshold Assertions (Pass/Fail), OTA Eligibility (Pass/Fail), Technical Merit, and Programmatic Viability. Full proposals will be assessed on Technical Merit, Innovation & IP, and Cost/Price.
