Purpose & Scope
NAVFAC EXWC seeks to acquire routine and surge capabilities for the development, production, fielding, sustainment, and disposal of shore, expeditionary, and ocean systems for Navy, USMC, DoD, and other expeditionary customers globally (CONUS and OCONUS). This is a follow-on requirement to Contract No. N39430-21-D-2206. The extensive scope includes:
- Personnel Administration & Program Management
- Lifecycle Integrated Product Support Services: Acquisition, analysis, documentation, risk/configuration management, reliability, maintainability, logistics, and more.
- Technical Services & Engineering Support: Specialized engineering (mechanical, civil, electrical, marine, etc.), designs, prototypes, investigations, test & evaluation, RDT&E support.
- Quality Control Plan, Budget & Financial Analysis, Risk Management
- Public Affairs Office (PAO) Support Service: Marketing, writing, event coordination, graphic design.
- Information Technology Support Services: Operations, system support, application maintenance, help desk, cloud computing, cybersecurity.
- Administrative Support Services: Office administration, procurement.
- Environmental Support Services: Engineering, investigations, remedial actions, cost estimating, records management, field sampling.
Contract Details
NAVFAC EXWC contemplates a single-award, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. The services will be performed on a blended cost-reimbursable and firm-fixed-price basis. The anticipated total value is approximately $75M, with a minimum guarantee of $10,000. The contract duration will be a 60-month ordering period plus a 6-month option. Individual Task Orders are expected to range between $50,000 and $1,000,000.
Response Requirements
Interested and qualified sources, particularly 8(a) small businesses, are requested to submit information by March 9, 2026. The applicable NAICS Code is 541330 (Engineering Services) with a $25.5M size standard. Offerors must have at least five years of experience. Submittals should include:
- Company name, description, and technical capability statement.
