This notice is a Sources Sought Synopsis for market research purposes only, not a solicitation. The Naval Facilities Engineering and Expeditionary Warfare Center Acquisitions (NAVFAC EXWC) is seeking qualified small businesses to provide engineering, integrated product support, and technical services. This is a follow-on requirement for services supporting Navy, US Marine Corps, Department of Defense, and other expeditionary customers worldwide.

The scope of work includes, but is not limited to:

• Personnel Administration

• Program Management

• Lifecycle Integrated Product Support Services

• Technical Services

• Specialized Engineering Services (mechanical, civil, electrical, electronic, marine, naval architecture, ocean systems, system engineering, test and evaluation, data analysis)

• Technical Research and Position Papers

• Engineering Support (design, documentation, warfighter support, safety, software, technical assistance)

• Conduct Engineering Investigations and Develop Prototype Solutions

• Perform Test and Evaluations of Shore, Ocean, and Expeditionary Systems

• RDT&E Programmatic, Engineering, and Test Support

• Amphibious Engineering Analysis

• Integrated Product Support (acquisition, management, analysis, documentation, risk management)

• Configuration Management Support and Planning

• Quality Control Plan

• Budget and Financial Analysis Support

• Risk Management Plan

• Public Affairs Office (PAO) Support Service

• Information Technology Support Services (operations, system support, application maintenance, help desk, IT documentation, portfolio development, cybersecurity)

• NAICS Code: 541330, Engineering Services (size standard $25.5M).

• Contract Type: Single award, Indefinite-Delivery, Indefinite-Quantity (IDIQ).

• Contract Duration: 60-month ordering period with a 6-month option.

• Estimated Total Value: Approximately $75M.

• Minimum Guarantee: $10,000 for the initial Task Order.

• Individual Task Orders: Expected range of $50,000 to $1,000,000.

• Set-Aside: Competitive 8(a) set-aside, restricted to eligible participants in the SBA's 8(a) Business Development Program.
