Purpose & Scope
This is a follow-on requirement to provide routine and surge capabilities across the lifecycle for shore, expeditionary, and ocean systems. The extensive scope of work includes, but is not limited to:
- Program Management & Integrated Product Support: Lifecycle support, analysis, documentation, risk management, configuration management.
- Engineering Support: Specialized engineering (mechanical, civil, electrical, marine, ocean systems), designs, prototypes, test and evaluation, RDT&E support, amphibious engineering analysis, structural, mechanical, electrical, pneumatic, and hydro-electrical designs.
- Technical Services: Warfighter support, safety advisories, technical assistance, software and engineering support, investigations, data analysis.
- Ancillary Support: Personnel administration, quality control, budget/financial analysis, Public Affairs Office (PAO) support, Information Technology (IT) support (operations, cybersecurity, help desk), administrative support, and environmental support services.
Contract Details
This is anticipated to be a single award, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with a blended cost-reimbursable and firm-fixed-price basis. The primary NAICS Code is 541330, Engineering Services, with a size standard of $25.5M. The contract duration will be a 60-month ordering period plus a 6-month option, with an estimated total value of $75M. A minimum guarantee of $10,000 will be provided, and individual Task Orders are expected to range from $50,000 to $1,000,000.
Submission Requirements
Interested 8(a) small businesses must submit the attached Sources Sought Information Sheet and provide:
- Company name, description, and technical capability.
- A minimum of two (2) relevant projects, with all experience details limited to two pages total.
- Current security clearance level or eligibility.
- Company contact information, CAGE code, and Unique Entity ID (UEI).
- Small business status and certifications under NAICS 541330.
- Possible teaming arrangements.
- Confirmation of intent to submit a formal response to a future RFP.
- Confirmation of a DCAA-approved accounting system and experience with cost-reimbursable contracts.
