Scope of Work

The selected contractor will be responsible for providing all necessary equipment, labor, materials, and incidentals to remove existing water softeners and install a new centralized commercial-grade water softener system for the entire institution. Key requirements include:

  • Removal and disposal of existing water softeners and replacement of piping.
  • Installation of a new system with specific components: three 48"x72" fiberglass tanks, 120 cu ft of high-capacity cation resin, Fleck 3900 control valves with NXT 2 Controls, and 3" Clack stainless steel flow meters.
  • The system must be set up as a progressive flow system and sized to meet the facility's domestic water demand and hardness removal requirements.
  • Adherence to all Federal, National, and local guidelines, codes, and regulations, including seismic zone requirements, environmental compliance, Life Safety, NFPA, and ADA-ABA.
  • The new system must not affect the wastewater treatment plant.
  • Post-installation, twelve monthly on-site water quality tests by a qualified technician are required.

Submission & Evaluation

Offerors must submit three distinct items via email to rcalandra@bop.gov by April 2, 2026, at 4:00 PM ET:

  1. Completed SF1449 (solicitation form), including Page 1 (block 17a with Name, Email, UEI, Phone) and blocks 30a, 30b, 30c (with the amount), and Page 4.
  2. Completed SF24 Bid Bond (scanned with visible seal).
  3. A summary of the technical process for completing the work, in accordance with the Statement of Work. Failure to submit any of these items will result in an unresponsive offer. Evaluation will be based on the Lowest Price Technically Acceptable (LPTA) source selection process.

Pre-Bid Site Visit

A pre-bid site visit is scheduled for March 18, 2026, at 9:00 AM, meeting at the Front Lobby of FCI Oxford, County Road G & Elk Avenue, Oxford, WI 53952.
