Scope of Work
The contractor will be responsible for the design, procurement, and installation of a secure, scalable wired and wireless network infrastructure, extending to housing unit bed level and designated service areas. This includes providing durable, ruggedized 8-12 inch tablets with multi-factor biometric authentication, secure kiosks, and charging stations.
Services to be delivered include subscription-based access to a comprehensive suite of digital content and communication tools, such as educational modules, telehealth, legal resources, religious programming, communication services (social video visiting, video relay, inmate telephone system, electronic messaging), commissary ordering, electronic forms, bulletin boards, digitally scanned mail, entertainment, and a digital law library. The solution must be tablet-agnostic to prevent vendor lock-in.
Regarding infrastructure, the BOP will provide minimum required single-mode fiber connectivity to most institutions. However, for 16 specific locations, the contractor must provide all labor and additional materials to install 24-strand single-mode fiber cabling, with BOP supplying the cabling on-site. The contractor is responsible for installing all horizontal copper cabling at every institution. AI-enabled analytics for intelligence gathering and anomaly detection are required as an optional service.
Contract & Timeline

- Period of Performance: A 48-month base period, followed by three 12-month option periods, and one 6-month extension period.

Key Requirements & Compliance
The entire solution, including all hosting, must operate within FedRAMP-High GovCloud environments. FedRAMP authorization must be achieved within 18 months of award, with an interim 12-month Authority to Operate (ATO) issued.
