The Federal Bureau of Prisons (BOP) is soliciting proposals for the Inmate Tablet Implementation Initiative. This initiative aims to design, deploy, and sustain a secure, scalable digital services platform to provide approximately 150,000 inmates across 120-122 facilities nationwide with access to education, healthcare, legal, religious, and communication resources via individual tablets. Scope of Work

The contractor will be responsible for providing necessary hardware (TAA compliant tablets, kiosks), software, and network infrastructure. Services include external electronic mail, video calling, phone calls, printing, and various subscription services (music, movies, games, podcasts). Content provision will cover self-paced educational, faith-based, vocational, and law library materials, alongside internal communication and commissary ordering applications. Ancillary services may include electronic medical records interface, telehealth, digital mail scanning, and electronic form submittal. The solution must operate within FedRAMP-High GovCloud environments and comply with FISMA and DOJ cybersecurity directives.

Infrastructure & Connectivity

The contractor is responsible for installing all horizontal copper cabling required for the wireless infrastructure at every institution. The BOP will provide minimum required single-mode fiber connectivity at most institutions. However, for 16 specific locations (Ashland FCI, Ashland SPC, Big Spring FCI, Big Spring SPC, Duluth FPC, Edgefield FCI, Edgefield SPC, La Tuna FCI, La Tuna SPC, Montgomery FPC, Morgantown FPC, Safford FCI, Sandstone FCI, Springfield MCFP, and Yankton FPC), the BOP will provide 24-strand single-mode fiber cabling on-site, and the contractor shall provide all labor and additional materials for installation.

Contract Details

This is a Firm Fixed-Price contract with a cumulative period of performance including a 48-month base period, followed by three 12-month option periods, and one 6-month extension period. Payment will be made based on actual consumption/usage, as BOP does not intend to fund tablet purchases or infrastructure build-out directly; these costs are expected to be built into the vendor's inmate services pricing.

Key Requirements & Clarifications

  • FedRAMP Authorization: Both infrastructure and software must be FedRAMP authorized. Full authorization is required within 18 months of award, with an interim 12-month Authority to Operate (ATO) issued during this period.
  • Biometrics: Fingerprints are the approved biometric method for inmate Multi-Factor Authentication (MFA).
  • Subcontracting: A subcontracting plan is required, detailing goals for Small Business (SB), Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), HUBZone Small Business (HUBZone), and Veteran-Owned Small Business (VOSB).
  • Secure Software Development: Software producers must complete a Secure Software Development Attestation Form.

Submission & Evaluation

Proposals are due by March 17, 2026, at 12:00 PM ET. Evaluation will consider Technical, Past Performance, and Price, with Technical and Past Performance combined being significantly more important than Price. Key evaluation factors include demonstrated ability to deploy infrastructure, compliance with wireless/wired standards, interoperability, SLA compliance, feature integration, security (FISMA, FedRAMP), and management/staffing plans. Required submissions include a Business Management Questionnaire, Past Performance Questionnaire, and a Bank Reference Letter.

Site Visit & Questions

A 2-day site visit was offered for up to three vendor representatives at the Federal Correctional Complex in Butner, North Carolina, on February 18-19, 2026. NCIC paperwork and Photo ID for participants were due by COB February 11, 2026. A second round of clarification questions is due by February 23, 2026, 4:00 PM EST.
