Quick Summary

The Federal Bureau of Prisons (FBOP) is soliciting proposals for an Inmate Tablet Implementation Initiative to provide an enterprise-wide digital services platform. This initiative aims to equip approximately 150,000 inmates across 120+ facilities nationwide with secure tablets and access to education, healthcare, legal, religious, and communication resources. The contract is a Firm Fixed Price agreement.

Scope of Work

The contractor will design, procure, install, and sustain a secure wired and wireless network infrastructure, hosted in FedRAMP-High GovCloud environments. This includes providing durable, ruggedized 8-12 inch tablets with multi-factor biometric authentication, secure kiosks, and charging stations. Services encompass subscription-based access to educational modules, telehealth, legal, religious, communication, commissary ordering, electronic forms, digital mail scanning, entertainment, and social video visiting. AI-enabled analytics are required for intelligence gathering. The contractor is responsible for installing all horizontal copper cabling and, at specific institutions (e.g., Ashland FCI, Big Spring FCI, Edgefield FCI, La Tuna FCI, Montgomery FPC, Morgantown FPC, Safford FCI, Sandstone FCI, Springfield MCFP, Yankton FPC), providing labor and materials for 24-strand single-mode fiber cabling.

Contract & Timeline

  • Type: Firm Fixed Price
  • Duration: 48-month base period, followed by three 12-month option periods, and one 6-month extension.
  • Set-Aside: None specified.
  • Proposal Due: March 17, 2026, 12:00 PM EST.
  • Published: March 5, 2026.

Key Requirements & Compliance

The solution must be tablet-agnostic and avoid vendor lock-in. Both infrastructure and software must be FedRAMP authorized, with full certification within 18 months of award (12-month interim Authority to Operate). Compliance with FISMA, Section 508 accessibility standards, and DOJ cybersecurity directives is mandatory, including end-to-end encryption and role-based access controls. The BOP will not fund tablet purchases or infrastructure build-out; these costs are expected to be integrated into the vendor's inmate services pricing. Payment will be based on actual consumption/usage.

Submission & Evaluation

Proposals will be evaluated on Technical, Past Performance, and Price, with Technical and Past Performance combined being significantly more important than Price. Evaluation factors include demonstrated ability to deploy infrastructure, compliance with wireless/wired standards, interoperability, SLAs, feature integration, security, and management plans. Past performance will assess experience in large-scale IT solutions, SLA adherence, and federal security compliance. Required submissions include Business, Technical/Management, and Past Performance proposals, a single Section B for pricing, and a DOJ Secure Software Development Attestation Form.
