Quick Summary
The Federal Bureau of Prisons (BOP) is soliciting proposals for its Inmate Tablet Implementation Initiative. This initiative aims to design, deploy, and sustain a secure, scalable digital services platform, providing tablets and associated services to approximately 150,000 inmates across 120-122 facilities nationwide. The goal is to enhance access to education, healthcare, legal, religious, and communication resources, while adhering to strict federal IT security and accessibility standards. Proposals are due by March 17, 2026, at 12:00 PM ET.
Scope of Work
The contractor will be responsible for:
- Infrastructure: Designing, procuring, and installing a secure, scalable wired and wireless network infrastructure to housing unit beds and designated program areas. All hosting must be in FedRAMP-High GovCloud environments, complying with FISMA and DOJ cybersecurity directives. The BOP will provide single-mode fiber connectivity to most institutions; for 16 specific locations, the contractor will provide labor and materials for 24-strand fiber installation, while BOP provides the cabling. The contractor is responsible for all horizontal copper cabling at every institution.
- Equipment: Providing durable, ruggedized, Section 508/ADA compliant tablets (8-12 inch screen) with biometric multi-factor authentication (MFA), and secure kiosks/charging stations.
- Services: Enabling subscription-based access to educational modules, telehealth, legal, religious, and communication services. This includes commissary ordering, electronic forms, bulletin boards, digitally scanned mail, entertainment, social video visiting, education/psychology/religious programming, attorney/privileged visits, video relay, inmate telephone system, electronic messaging, and a digital law library. AI-enabled analytics for intelligence gathering and anomaly detection are also required.
Contract Details
- Type: Firm Fixed Price.
- Period of Performance: A 48-month base period, followed by three 12-month option periods, and one 6-month extension period.
- Set-Aside: Not explicitly stated; however, standard FAR clauses regarding small business concerns are included, and a subcontracting plan template is provided.
- Funding: The BOP will not fund tablet purchases or infrastructure build-out; these costs are expected to be integrated into the vendor's inmate services pricing. Payment will be based on actual consumption/usage.
Submission & Evaluation
- Proposal Due: March 17, 2026, at 12:00 PM ET.
- Evaluation Factors: Proposals will be evaluated based on Technical, Past Performance, and Price. Technical and Past Performance combined are significantly more important than Price. Key evaluation areas include demonstrated ability to deploy infrastructure, compliance with wireless and wired standards, interoperability testing, security (FISMA, FedRAMP), and management/staffing plans. Past performance will assess experience in large-scale IT solutions and federal security compliance.
- FedRAMP: Full FedRAMP authorization must be achieved within 18 months of award, with an interim 12-month Authority to Operate (ATO) issued during this period.
- Site Visit: A 2-day site visit was offered on February 18-19, 2026, at the Federal Correctional Complex in Butner, NC. NCIC paperwork for attendees was due by COB February 11, 2026.
- Clarification Questions: A second round of clarification questions was due by February 23, 2026, 04:00 PM EST.
