Scope of Work

The contractor will provide telecommunication support services for the transmission and reception of HD broadcast signal feeds to and from the CDC and major media outlets. Key requirements include:

  • Establishing two (2) independent HD-SDI (preferably 3G HD-SDI, 1080p with two embedded audio channels) outbound and two (2) inbound signal paths.
  • Furnishing, installing, configuring, and testing all necessary transmitting and receiving equipment, including vendor-supplied encoding equipment.
  • Ensuring commercial broadcast-quality video standards and continuous 24/7 monitoring and maintenance of connections.
  • Performing routine preventive maintenance, troubleshooting, and corrective actions for service disruptions.
  • Complying with extensive cybersecurity requirements, including routing traffic through a Trusted Internet Connection (TIC) if CDC business data is transmitted, and adherence to FIPS 140 validation and HHS/CDC policies.
  • Re-using existing ATT Fiber and internal CDC campus fiber paths; new fiber installation is not required.
  • Assisting with connections to other HHS studios (FDA, NIH) via the Washington AVOCC.
  • Proposing efficient alternative transmission methods, with IP-based transport proposals accepted if technical requirements are met.
  • Providing ISP service if an ISP-dependent transmission method is proposed, with a single connection sufficient if technical requirements are met.
  • Installation within 15 calendar days of award, with flexibility up to 30 days if existing services overlap. CDC will provide 6RU rack space, power, and environmental controls.
