This is a pre-solicitation notice for a Request for Proposals (RFP) to provide Financial Improvement and Audit Readiness (FIAR) Support services to Commander, Naval Surface Forces, Pacific Fleet (CNSP) located at Naval Base Coronado, San Diego, CA. The Naval Supply Systems Command Fleet Logistics Centers San Diego (NAVSUP FLCSD) is issuing this solicitation.

• Provide non-personal services for financial analysis, audit readiness, system support, and training.

• Services are crucial for maintaining financial integrity and operational efficiency for the CNSP Comptroller Finance staff.

• Work location: Naval Base Coronado, San Diego, CA.

• Contract Type: Firm-fixed price.

• Period of Performance: Anticipated one base year with 4 one-year option periods.

• Offers will be solicited via RFP process.

• The government intends to issue the formal solicitation on or about February 16, 2026.

• Specific submission instructions will be detailed in the forthcoming solicitation.

• ONLY SEAPORT MAC HOLDERS are eligible for award.

• This effort is a competitive Women-Owned Small Business (WOSB) set-aside task order within SeaPort NxG.

• Offers will only be accepted from concerns eligible under the WOSB Program (FAR 52.219-30).

Performance Work Statement (PWS)

To provide comprehensive financial analysis, audit readiness, system support, and training services to Commander Naval Surface Forces, U.S. Pacific Fleet (COMNAVSURFPAC) Comptroller Finance staff, ensuring effective and efficient operation of the CNSP Financial Management Program.

• Financial Analysis and Reporting: Perform ongoing analysis, generate reports from various financial systems (N-ERP, Advana, Jupiter, DTS, WAWF), reconcile trial balances, identify and resolve abnormal balances, assist Program Managers with cost tracking and budget development, perform variance analysis, review contract compliance, and provide administrative support.

• FIAR and Audit Remediation Support: Respond to audit data calls, manage audit response activities, compile supporting documents, track Corrective Action Plans (CAPs), conduct Internal Control Review (ICR) testing, develop testing programs, respond to Notices of Findings and Recommendations (NFRs), and serve as a liaison for audit-related matters.

• Business Process Improvement and Standardization: Optimize financial processes using Lean Six Sigma and "Get Real, Get Better" (GRGB), review and update SOPs and BPNs, lead discussions with SMEs, implement automated workflows, develop BI and automation solutions, and standardize financial management processes.

• Training and Knowledge Transfer: Develop and maintain a Navy ERP and financial process training program, create SOPs, learning aids, and user guides, deliver training sessions, and monitor financial management certification progress.

• Systems and Data Integration Support: Reconcile data across systems, validate data accuracy, resolve variances, manage digital repositories (SharePoint/CMP), build and maintain SharePoint sites, provide technical and functional support for financial systems, and process funding documents.

• Period of Performance: One (1) Base Year (12 months) with four (4) 12-month option years. Base Year: March 6, 2026 - March 5, 2027. Option Years extend through March 5, 2031.

• Place of Performance: COMNAVSURFPAC, Comptroller Office, Naval Base Coronado, San Diego, CA.

• Contract Type: Firm Fixed Price.

• Security: Contractor personnel must obtain a Secret clearance at the time of proposal submission and maintain it.

• Personnel: Requires specific Key Personnel (Senior Financial Analyst III, Financial Analyst III) with defined education and experience. Resumes for Key Personnel will be evaluated.

• Quality Control: Contractor must develop and maintain a quality control program.

• Government Furnished: Workspace, computers, telephones, and necessary office equipment will be provided.

• Contractor Furnished: Contractor must possess and maintain a SECRET facility clearance.

• Travel: Occasional travel (estimated 15% of effort) may be required for audit and training activities, requiring COR approval and adherence to JFTR.
