Scope of Work

  • FIAR and Audit Remediation Support: Responding to audit data calls, managing Corrective Action Plans (CAPs), conducting Internal Control Reviews (ICRs), and serving as an audit liaison.
  • Business Process Improvement and Standardization: Optimizing financial processes using Lean Six Sigma and "Get Real, Get Better" (GRGB), updating SOPs and BPNs, and implementing automated workflows.
  • Training and Knowledge Transfer: Developing and maintaining Navy ERP and financial process training programs, creating user guides, and delivering training sessions.
  • Systems and Data Integration Support: Reconciling data across systems, managing digital repositories (SharePoint/CMP), and providing technical/functional support for financial systems.

Contract Details

  • Contract Type: Firm Fixed Price (FFP)
  • Period of Performance: One (1) Base Year (March 13, 2026 - March 12, 2027) and four (4) 12-month option years, extending through March 12, 2031.
  • Place of Performance: Primarily COMNAVSURFPAC, Comptroller Office, Naval Base Coronado, San Diego, CA, with some remote work possible.

  • Evaluation Factors: A tradeoff source selection process will be used, evaluating Technical, Past Performance Confidence, and Price. Technical and Past Performance are combined and significantly more important than Price.
