  • Business Process Improvement (BPI): Optimizing financial processes using Lean Six Sigma, updating SOPs and BPNs, and implementing automated workflows.
  • Training & Knowledge Transfer: Developing and delivering training programs for Navy ERP and financial processes.
  • Systems & Data Integration Support: Reconciling data across systems, validating accuracy, and managing digital repositories like SharePoint.

Contract Details

  • Contract Type: Firm Fixed Price (FFP).
  • Period of Performance: One (1) Base Year (March 13, 2026 - March 12, 2027) with four (4) 12-month option years, extending through March 12, 2031.

An equivalent of 10+ years of direct, relevant experience may be accepted in lieu of a Bachelor’s Degree for the Senior Financial Analyst III. Non-key personnel resumes are not required.
    • Past Performance: Offerors must provide a maximum of three recent (performed no earlier than October 1, 2022) and relevant contracts. There are no page limits for OPPD or CPARS documents.
  • Pricing: Offerors must use the provided Price Format Template (Excel) for actual pricing, with a PDF cost narrative in Volume IV. Offerors are permitted to add rows or columns to the Excel template for clarity.
