Scope of Work

The contractor will provide non-personal services encompassing:

  • Financial Analysis and Reporting: Ongoing analysis, report generation from systems (N-ERP, Advana, Jupiter, DTS, WAWF), trial balance reconciliation, abnormal balance resolution, cost tracking, budget development, variance analysis, and contract compliance review.
  • FIAR and Audit Remediation Support: Responding to audit data calls, managing audit responses, compiling documentation, tracking Corrective Action Plans (CAPs), conducting Internal Control Review (ICR) testing, and serving as an audit liaison.
  • Business Process Improvement and Standardization: Optimizing financial processes using Lean Six Sigma and "Get Real, Get Better," updating SOPs/BPNs, implementing automated workflows, and developing BI solutions.
  • Training and Knowledge Transfer: Developing and maintaining Navy ERP and financial process training programs, creating SOPs/user guides, delivering training, and monitoring financial management certification.
  • Systems and Data Integration Support: Reconciling data across systems, validating accuracy, resolving variances, managing digital repositories (SharePoint/CMP), and providing technical/functional support for financial systems.

Contract & Timeline

  • Period of Performance: One (1) Base Year (March 13, 2026 - March 12, 2027) with four (4) 12-month option years, extending through March 12, 2031.

Eligibility & Submission

Offerors must have an active UEI number, be registered and active in SAM.gov, and have completed Online Representations and Certifications by the solicitation close date. Proposals must be submitted via the PIEE Solicitation Module. Offerors are encouraged to email Michelle Muniz or Jason Pelle two days prior to closing to advise of their intent to submit.

Evaluation Criteria

Award will be based on a tradeoff source selection process, evaluating Technical, Past Performance, and Price. Technical and Past Performance are significantly more important than Price.

  • Technical Evaluation: Includes subfactors for Technical Understanding and Approach, Staffing/Key Personnel, and Management/Structure Plan.
  • Past Performance: Must be recent (performed no earlier than October 1, 2022) and relevant. A maximum of three contracts are required, with a two-page limit per reference.
  • Key Personnel: Requires a Senior Financial Analyst III (Program Manager) and two Financial Analyst III (Accounting Analyst) positions. All contractor personnel must obtain and maintain a Secret security clearance at the time of proposal submission. Only key personnel resumes are required.
