- A completed SF-330 Part I (contract-specific qualifications).
- A separate SF-330 Part II for each firm on the team.
- A Past Performance Questionnaire (PPQ).
- Pricing information is NOT to be submitted with the SF-330; it will be requested later from the most qualified offeror.
Evaluation will follow The Brooks Act and FAR Subpart 36.6, considering:
- Professional Qualifications: Key personnel (Mechanical Engineer, Electrical Engineer, Project/Program Manager with remote/challenging environment experience, Industrial Hygienist, Cost Estimator).
- Specialized Experience and Technical Competence: Particularly in DoD facility design/investigations and Wastewater Treatment Plant design in Alaska. Example projects must be within the last seven years.
- Capacity, Past Performance, and Geographic Proximity.
- Firms with corporate/branch offices or subcontractors located in Alaska will be considered advantageous.
- Discussions will be held with the top three firms, and pricing will be requested from the highest-ranked firm.
Special Considerations
The project involves potential hazardous materials. Bidders must review the "WWTP Hazardous Material Assessment, Nov 24" report. Testing for Polychlorinated Biphenyls (PCBs) on painted surfaces and concrete is required, and Asbestos-Containing Material (ACM) must be assumed where suspected. Special demolition procedures for hazardous materials must be specified.
