Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for the "Install Washer & Dryers Project" at Minot Air Force Base, North Dakota.

• Primary Task: Furnish all labor, tools, materials, and supervision to remove and replace 84 double stack Washer & Dryers in Buildings 214 and 216. This includes new water hoses, drain lines, and dryer venting. The contractor is responsible for the proper disposal of all old appliances and related materials.

• Optional Task (CLIN): Remove and replace 36 washer & dryers (18 side-by-side units for Building 205 and 18 for Building 207). This also includes new hoses, drain lines, and venting, with contractor responsibility for disposal of old units.

• Workday: 0800 to 1600 hours, Monday through Friday.

• Disposal: Contractor must dispose of all materials and old appliances off-base; a dumpster will not be provided.

• All work must comply with applicable building standards and codes.

• Contractor must comply with all OSHA and NEC requirements.

• Contractor must protect existing furniture and building materials with industry-approved coverings.

• All trash must be disposed of in accordance with state laws, and recyclable materials should be recycled.

• Contractor must maintain environmental controls (e.g., keep doors shut, lights off when not in use).

• Period of Performance: 120 days after contract award.

• Work Completion: All physical work must be completed no later than 5 business days after the contract award.

• Location: Minot Air Force Base, ND 58705. Buildings 214, 216, 205, and 207.

• Site Conditions: Buildings 205 and 207 have three floors with stairwell access only (no elevators). Delivery truck staging is within 100' of the entrance; no loading dock or ramp is available.

• Personnel: Contractor employees identified as a threat will not be employed. Personnel clearance and access coordination with the Contracting Officer is required.

• Government Inspection: All work is subject to inspection and acceptance by Dorm Management before payment.

• Base Access: Specific procedures for entering the base via the South Gate are detailed, including requirements for vehicle registration, insurance, and REAL ID for personnel. Pass requests must be submitted no later than 10 days after contract award.

• Physical Characteristics: Specific dimensions, capacities, electrical requirements (240v/60hz/1), and adapter needs for washers and dryers are detailed. Adapters (50 amp to 15/20-amp) are required for double stack units in Buildings 214 & 216.

• Voluntary Protection Program (VPP): Contractors are required to familiarize themselves with Air Force VPP requirements.

Solicitation / RFP / RFQ

This is a Request for Quotation (RFQ) for commercial items to procure the removal and replacement of 84 double stack Washer & Dryers and associated hoses and venting in Buildings 214 & 216 at Minot AFB, ND. The acquisition is set-aside for 100% Total Small Business Concerns. The North American Industry Classification System (NAICS) code is 335220, with a business size standard of 1,500 employees.

• Removal and replacement of 42 double stack washer and dryer units for Building 214.

• Removal and replacement of 42 double stack washer and dryer units for Building 216.

• Replacements must include new water hoses, drain lines, and dryer venting from the appliance to the wall connection point.

• Contractor is responsible for the proper disposal of all old appliances and related materials.

• An optional CLIN exists for the removal and replacement of 18 side-by-side washers and dryers for Building 205, and 18 side-by-side washers and dryers for Building 207. Funds are not presently available for this optional CLIN, and award is not guaranteed.

• Contract Type: Firm-Fixed-Price (FFP)

• Evaluation Criteria: Best value tradeoff between Past Performance and Price, following a pass/fail Technical Capability assessment.

• Technical Capability: Must meet all specifications in the attached SOW. Product literature and clear photographs are required for each unique item.

• Price: Must be submitted on the attached Quote Sheet.

• Past Performance: Evaluated based on various sources, including CPARS and contractor knowledge.

• Submission Requirement: One original quote and one redacted copy for technical evaluation (removing all company-identifying information).

• This acquisition is set-aside for 100% Total Small Business Concerns.

• Funds for the optional CLIN are not presently available.

• The Government reserves the right to not exercise the optional CLIN.

• No contract award will be made for optional CLINs until funds are available.

• The Government is not obligated to reimburse quoters for costs incurred in preparing quotations.

• Several attachments are referenced, including a PWS, Quote Sheet, WD, and PPIF.
