Evaluation Criteria
Award will be made to the offeror providing the best value to the Government using a trade-off process. Evaluation factors are:
- Factor 1: Technical (more important than Price) - Rated Acceptable/Unacceptable based on capability statement.
- Factor 2: Price (reasonableness) - Importance increases as technical differences decrease. Award is intended without discussions unless deemed necessary. Subcontracting is permitted.
