Scope of Work

The contractor will provide non-personal services including system, mechanical, electrical, computer hardware and software engineering, design and technical direction, configuration management (CM), logistics support, technician services, project management, accounting, technical writing, information assurance (IA), and system administration. This support covers all technical and engineering stages from development to fielding for US and US-provided Foreign Military Sales (FMS) systems. Key requirements include hardware/software development, fabrication, integration, testing, documentation, cybersecurity, life cycle support, rapid turnaround travel (CONUS/OCONUS), and analysis of operational scenarios and weapon system effectiveness.

Contract Details

This is a Level of Effort (term) Task Order with a Cost-Plus-Fixed-Fee (CPFF) pricing arrangement for labor, Cost Only for specific CLINs, and Not Separately Priced (NSP) for data items. The period of performance includes a Base Year (August 2027 - August 2028) and four Option Years (August 2028 - August 2032), with a surge option available. This is a follow-on to Contract No. N0017819D7754, Task Order No. N0017822F3018. The primary contractor facility must be located within 60 miles of NSWCDD, Dahlgren, VA.

Key Requirements & Deliverables

The contract requires compliance with numerous DoD and Navy directives, specific security clearances (SECRET, TOP SECRET, SCI eligibility) for personnel, and adherence to environmental and safety regulations. Government Furnished Property (GFP) includes NMCI and RDT&E Laptops. The Contract Data Requirements List (CDRL) specifies various data items such as monthly reports, technical reports, cybersecurity test plans, and a counterfeit prevention plan. The Software Development Plan (CDRL A010) requirement has been removed.

Eligibility & Submission

This is a Total Small Business Set-Aside for eligible SeaPort-NxG Small Business Prime Contractors. Proposals must be submitted via the PIEE Solicitation Module. Offerors must register for PIEE accounts. The Personnel Qualifications Guide (J.4) details required education, experience, and qualifications for various labor categories, including eight Key Personnel positions. Past performance references must be "within the last five (5) years."

Evaluation Criteria

Award will be based on Best Value Source Selection procedures. Technical (Factor 1) is more important than Past Performance (Factor 2), and both combined are significantly more important than the Cost Proposal (Factor 3).
