Scope of Work

This effort supports all technical and engineering stages of development, test, integration, and fielding for weapon control systems, advanced weapon systems, and missile systems, including the research and development of a new capability and implementation of a new Virtual Operational Missile (VOM) simulator. Support is required for both US and US-provided Foreign Military Sales (FMS) systems.

Contract Details

This is a Level of Effort (term) Task Order with Cost-Plus-Fixed-Fee (CPFF) pricing for labor. The period of performance includes a Base Year (August 2027 - August 2028) and four Option Years (August 2028 - August 2032), with a 30-day transition period expected. The contractor's primary facility must be located within 60 miles of NSWCDD, Dahlgren, VA. Key personnel requirements include a total of 16 positions, with specific qualifications detailed in Attachment J.4. Government Furnished Property (GFP) will be provided, as outlined in Attachment J.1. Offerors must adhere to the Service Contract Act (SCA) Wage Determination for King George, VA (Attachment J.11).

Submission & Evaluation

Proposals must be submitted via the PIEE Solicitation Module by June 22, 2026. The government will employ best value source selection procedures, with Technical (Factor 1) being more important than Past Performance (Factor 2), and both combined significantly more important than Cost Proposal (Factor 3). Key clarifications include: past performance references must be within the last five years; SOW response page limit of 50 pages and scenario page limit of 20 pages; 9-point font is acceptable for tables/graphics; the Software Development Plan (SDP) requirement has been removed. Subcontractors should submit unsanitized cost proposals via PIEE, clearly identifying their prime. External hyperlinks are prohibited, but internal document cross-references are permissible.
