Scope of Work
This solicitation requires non-personal professional services encompassing a broad range of engineering disciplines, including system, mechanical, electrical, computer hardware/software engineering, design, technical direction, configuration management (CM), logistics support, mechanical and electrical engineering technician services, project management, accounting, technical writing, information assurance (IA), and system administration. The contractor will support all technical and engineering stages of development, test, integration, and fielding for weapon control systems, advanced weapon systems, missile systems, and related effectiveness, simulation, and testing efforts. A key focus is supporting the research and development of a new capability and the implementation of a new Virtual Operational Missile (VOM) simulator for both US and Foreign Military Sales (FMS) systems. Rapid turnaround travel for CONUS and OCONUS support is also required.
Contract Details
This is a Level of Effort (term) Task Order with Cost-Plus-Fixed-Fee (CPFF) pricing for labor. The period of performance includes a Base Year (August 2027 - August 2028) and four Option Years (August 2028 - August 2032), with a surge option available. The contractor's primary facility must be located within 60 miles of NSWCDD, Dahlgren, VA. Key attachments include:

Submission & Evaluation
Proposals must be submitted via the PIEE Solicitation Module by June 24, 2026, 12:00 PM local time. Questions are due by June 12, 2026. The evaluation will follow a best value source selection procedure, where Technical (Factor 1) is more important than Past Performance (Factor 2), and both combined are significantly more important than Cost Proposal (Factor 3). Past performance references are required for work performed "within the last five (5) years." The government expects a 30-day transition period.

Recent clarifications indicate that the government will consider increasing page limitations for the SOW response (up to 50 pages) and scenarios (up to 20 pages). Nine-point font is acceptable for tables, graphics, and charts if legible. Non-Key labor category qualifications are designated as "desired."
