Submission & Evaluation

Quotes are due by 3:00 PM EST on February 20, 2026, and must be submitted via email to April.Cotter@va.gov. Evaluation will be based on Lowest-Price Technically Acceptable (LPTA), considering price and compliance with submission instructions. Offerors must be registered in SAM and VetCert. A mandatory form, VAAR 852.219-75 (Notice of Limitations on Subcontracting), must be completed, signed, and returned with the proposal; failure to do so will render the offer ineligible.
