Scope of Work

This solicitation seeks nine (9) brand new, left-hand drive Commercial Heavy Armored Vehicles (HAVs). These vehicles must be purpose-built by the Original Equipment Manufacturer (OEM), with third-party or aftermarket armoring strictly prohibited. Key specifications include:

  • Certification: VPAM BRV 2009 VR6/CEN B6 ballistic protection.
  • Vehicle Type: Auto Sedan Special Protected, BMW or equivalent make/model commonly used in Europe, black exterior.
  • Engine: Gasoline, 6.0-liter, 12-cylinder turbocharged (electric/hybrid not acceptable).
  • Performance: GVWR of 4,000 kg or greater, maintaining positive acceleration, braking, and cornering control, with braking distance degradation not exceeding 15%.
  • Specialized Equipment: OEM-integrated police package (blue lights), convoy display, intercom, pre-engineered fire suppression, self-sealing fuel tank, fresh air intake.
  • Interior: Minimum four-passenger capacity with leather, power, heated/ventilated memory bucket seats, quad-zone climate control, and independent rear HVAC.
  • Tires & Wheels: Run-flat inserts (travel > 20 KPH after puncture), rims meeting load capacity, including spare, summer, winter tire sets, and snow chains/socks per vehicle.
  • Construction: Armor integration must balance structural loads and protection, with no gaps. Suspension, brakes, drive shaft, and related components must be reinforced for after-armoring mass (minimum 25% upgrade).

Contract & Timeline

  • Contract Type: Firm-Fixed-Price (FFP).
  • Set-Aside: Unrestricted. This is a "brand name or equal" acquisition justified under sole-source procedures (FAR 13.501(a)(1)(ii)).
  • Delivery: 180 calendar days from date of award for the base CLIN, and 180 calendar days from date of option exercised for the option CLIN.
  • Place of Performance: Delivery to Flugplatz Erbenheim 1067, Building 105, 265205 Wiesbaden, Germany.
  • Warranty & Maintenance: Minimum 36 months or 60,000 km (whichever comes first), covering defects and routine Preventative Maintenance Checks and Services (PMCS), honored by OEM-certified dealers in Germany and NATO countries. All costs included in the total contract price.

  • Evaluation: Lowest Price Technically Acceptable (LPTA).

    • Factor 2: Supplier Performance Risk System (SPRS) score.
