Opportunity Details
This presolicitation will result in one IDIQ contract for multi-discipline AE services. The contract will have a 1-year base period, four 1-year option periods, and one 6-month extension, with an estimated start date of January 2027. Firm-fixed price task orders will be negotiated, with no dollar limit per task order or per year. The guaranteed minimum for the contract term is $5,000.
Scope of Work
Services include environmental investigations, permit applications, and related studies concerning water, wastewater, storm water, hazardous waste, solid waste, and pollution prevention. Work must comply with federal laws (e.g., CWA, SDWA, TSCA, RCRA, CAA, OPA90), DoD/Navy/Marine Corps policies, and applicable foreign environmental standards. Tasks may involve analytical studies, reports, management plans, technical evaluations, permit applications, preliminary engineering designs, cost estimates, and monitoring/testing/training/survey actions. The A-E must have or be able to obtain microbiology, toxicology, and chemistry laboratory services. Field crews must be U.S. Citizens, and personnel must be able to obtain Secret Clearance.

Submission Requirements
Interested firms must submit a completed Standard Form SF 330, Architect-Engineer Qualifications. Electronic submissions (email, fax) are not authorized. Submissions require three hard copies and one electronic copy on CD. Part I, Section H is limited to thirty single-sided pages. Proof of architecture or engineering firm registration is required. Joint Ventures, LLCs, or LTDs must submit their respective agreements. Firms must be registered in SAM and WAWF.
Evaluation Criteria (Descending Order of Importance)
- Professional Qualifications of Key Personnel: Evaluated on licensing, education, qualifications, and experience of proposed key personnel (Principal A/E, Project Manager, Registered Engineers/Geologists/Architects in various disciplines). A total of 24 resumes will be considered collectively.
- Specialized Experience/Technical Competence: Demonstrated experience in similar services, particularly in the NAVFAC Pacific AOR, potable water, wastewater, and storm water systems. Max seven projects completed within the last five years.
- Past Performance: Assessed via CPARS evaluations or Past Performance Questionnaires (PPQs) for projects listed under Criterion 2.
- Capability and Capacity to Accomplish Work: Ability to manage multiple concurrent large and small task orders, demonstrating experience in the NAVFAC Pacific AOR.
- Quality Control: Strength of the proposed quality control program and management approach.
- Firm's Location: Location of offices and demonstrated knowledge of the NAVFAC Pacific AOR (Hawaii, Guam, Japan, etc.) and ability to provide timely on-site support.
