Scope of Work

The A-E services encompass multi-discipline environmental investigations, permit applications, and related studies for water, wastewater, storm water, hazardous waste, solid waste, and pollution prevention. Work will adhere to laws such as CWA, SDWA, TSCA, RCRA, CAA, and OPA90, as well as DoD/Navy/Marine Corps policies and international standards. Services may include analytical studies, reports, management plans, technical evaluations, permit applications, preliminary engineering designs, cost estimates, and monitoring/testing/training. The A-E must have or obtain microbiology, toxicology, and chemistry laboratory services. Field crew personnel must be U.S. Citizens capable of obtaining Secret Clearance.

Evaluation Factors

Firms will be evaluated based on demonstrated competence and qualifications, in descending order of importance:

  1. Professional Qualifications of Key Personnel: Licensing, education, qualifications, and experience of proposed key personnel (e.g., Principal A/E, Project Manager, Registered Engineers/Geologists/Architects in various environmental fields). A limit of 24 resumes will be considered collectively. More favorable consideration for Navy/Marine Corps experience, NAVFAC Pacific AOR experience, and specific environmental law project experience.
  2. Specialized Experience/Technical Competence: Experience in services similar to those anticipated, addressing regulatory requirements in the NAVFAC PAC AOR. Emphasis on potable water, wastewater, storm water, and hazardous waste management. Firms demonstrating experience in all four key features (NAVFAC Pacific AOR projects, potable water assessments, sewage/wastewater assessments, storm water assessments) may be evaluated more favorably. Submit a maximum of seven recent, relevant projects (completed or substantially completed within 5 years) on SF330, Part I, Section F.
  3. Past Performance: Quality, schedule compliance, and customer satisfaction on Government and private industry contracts. CPARS evaluations or the provided Past Performance Questionnaire (PPQ) are required for projects listed under Criterion 2. PPQs must be from the customer/owner, not prime to subconsultant.
  4. Capability and Capacity to Accomplish Work: Ability to deliver on-schedule tasks for a workload of 10 concurrent projects totaling at least $1 million at multiple locations. Firms demonstrating substantial overlapping projects or experience in the NAVFAC Pacific AOR simultaneously may be favored.
  5. Quality Control: Strength of the proposed quality control program, including an example of its successful application, organizational structure, and methodology for eliminating errors.
  6. Firm's Location: Location of offices performing the work and demonstrated knowledge of the general geographic areas within the NAVFAC Pacific AOR (e.g., Hawaii, Guam, Japan, Diego Garcia, Singapore, Korea, Washington, California), and ability to provide timely on-site support.

Submission Requirements

Interested firms must submit a completed SF330 package electronically via DoD Secure Access File Exchange (SAFE). Part I, Section H, shall not exceed thirty (30) single-sided 8.5x11 inch pages. Firms must provide proof of professional registration/eligibility to practice A-E services. Joint Ventures, LLCs, or LTDs must submit their respective agreements. To submit via DoD SAFE, firms must email their POC name and email to Kylee Chun (kylee.k.chun.civ@us.navy.mil) at least two business days prior to the due date to receive a drop-off request link. Questions must be submitted via email to Ms. Danika Kamikawa (danika.m.kamikawa.civ@us.navy.mil) and Kylee Chun no later than ten business days in advance of the closing date. SAM registration is mandatory for award eligibility.
